Does somebody know if we could make a discovery on /16 Network ? or the “Time out” can not permit this… ?

You may try it, but it is not not recommended because it may take a while.
I suggest you set the timeout to 0.1 or 0.2 second (on a local network it is far enough). The more answering IP addresses you’ll find, the fastest it will run.
