[apps::cisco::ise::restapi::plugin] new mode to monitor Cisco ISE licenses

It should be usefull to monitor Cisco ISE licenses:

Output and thresholds for

• Base
• Intermediate

This is important because ISE license counters are calculated against Concurrent Active Sessions and when you have to much concurrent active sessions you will have a problem with Cisco ISE.
