Is there a way to make alert notifications per user? That is, only one slack channel is notified (for example, in my case I use slack) of all alerts from hosts/services to which a given user has access.

Yes you can attribute for each user one or multiple notification commands

Then, on your hosts/services, you can set the users on the notification
